The conference and energy conservation and environmental protection special topic seminar "officially opened in Beijing. More than 50 guests and media attended the meeting. The purpose of this paper is to discuss the development of green circular economy in textile and garment industry and the special pilot project of recycling and reuse of waste clothing.

If we can establish a standardized market, smooth circulation links, these old textile goods will be reused, we can make waste resources to re-generate value, to the circular economy to win the future development advantage."

 

Experts and leaders of various departments of the country who are committed to environmental protection, climate, low-carbon, and scientific and technological research agree that: In the "Twelfth Five-Year" national strategic emerging industry development plan, the description of energy conservation and environmental protection redefines the goals of my country's vigorous development of energy conservation and environmental protection industries., Path, model, norms, etc., provide reference and guidance for the domestic energy conservation and environmental protection industry to upgrade the industrial level and expand the industrial scale. At present, the development of traditional industries in the field of energy conservation and environmental protection still has many problems in the level of specialization, competition mechanism, business model, market environment and so on, which must be realized through technological innovation, business model innovation and institutional mechanism innovation. The key to the development of traditional industries is to inject the concept of energy conservation and environmental protection into traditional industries, so as to generate the industrial transformation force of scientific and technological innovation and development model, the right strategic choice is to plan ahead, take the initiative and win the first opportunity. Only by replacing homogeneous competition with green, low-carbon and ecological environmental protection competition, and by strengthening cooperation with professional organizations, while improving the industrial chain, seeking common ground while reserving differences, can textile and garment enterprises fundamentally coordinate the relationship among industry, resources and environment, realize the circular development of the three, and finally be invincible in the future international market competition.

 

Secretary-General Li Junyang of the International Energy Conservation and Environmental Protection Association mentioned when presiding over the meeting: The development of a low-carbon ecological economy model and the implementation of a green circular economy are the inevitable needs of my country's textile and apparel industry to adapt to the international environment, and it is also the only way for transformation and innovation. Holding this high-level round table on green circular economy in textile and garment industry and setting up a special topic on energy conservation and environmental protection of resource recycling are mainly aimed at the large amount of textile waste generated by textile and garment industry every year. The research on recycling and recycling of these resources will form a project report and pilot operation, which will not only promote the transformation of the industry to the development mode of energy conservation and environmental protection, but also become a new way to solve the shortage of raw materials, at the same time, in response to the call of the competent government departments to take the lead in the development of energy conservation and environmental protection in the textile and clothing industry, the pilot results report was submitted to the national competent departments to promote the improvement of relevant laws and regulations, standards and the management and monitoring system of recycling and reuse of textile products.

"China's textile industry" Twelfth Five-Year Plan "for the use of renewable resources in the textile and garment industry has a clear goal, but so far there is no set of practical and effective solutions and can actually implement the action norms, China's textile and garment resources still produce a huge waste. As a business leader of the garment industry, we should pay attention to the recycling of the textile and garment industry, and bring the economic and social benefits of recycling to the highest value. The key lies in the development of the fabric. The scientific composition of the fabric and the recycled tissue fiber are important factors in determining the value of the recycling. When developing the fabric, we should first consider the recycling of the garment after three years, and the composition structure of the tissue fiber is scientific and reasonable and suitable for the recycling process, scientific and technological innovation is the urgent work focus of garment enterprises in the process of resource reuse and green and low-carbon development." He also pointed out that in order to transform the textile and clothing industry into an important member of the green and low-carbon industry, not only senior government leaders need to pay attention to it, but also leaders and experts of the textile and clothing industry should jointly support the construction of the green industrial chain of the textile and clothing industry. Green ideas and actions should be run through every link of the textile and clothing industry, from the development of textile resources, the R & D and manufacturing of fabrics, and dyeing energy conservation and environmental protection, from the design of clothing, the whole process of production, from marketing, to after-sales service and recycling of old clothing, every link instills green ideas and puts them into green action. Only in this way can China's textile and clothing industry become the vanguard of green and low-carbon industry and become the green ecological model of the industry.

 

This meeting has a profound leading and promoting role in the sustainable development of China's textile and garment industry, and takes practical actions to explore and innovate in the field of resource recycling in the textile and garment industry. With the implementation of the special pilot project of waste clothing recycling in the next step, it will boost the formation of the change force of the whole industry.
