Article 2 The assessment work shall adhere to the principles of objectivity and fairness, scientific and reasonable, systematic and comprehensive, truth-seeking and pragmatic.
Article 3 The State Council shall assess the implementation of the strictest water resources management system in all provinces, autonomous regions and municipalities directly under the Central Government. The Ministry of Water Resources, together with the Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Supervision, the Ministry of Finance, the Ministry of Land and Resources, the Ministry of Environmental Protection, the Ministry of Housing and Urban-Rural Development, the Ministry of Agriculture, the Audit Office, the Bureau of Statistics and other departments form an assessment working group to be responsible for specific organization and implementation.

The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government shall, in accordance with these Measures and in light of local conditions, formulate assessment methods for the implementation of the most stringent water resources management system within their administrative regions.
