1 Four emission standards
The four discharge standards of "Water Pollutant Discharge Standard for Silk Reeling Industry", "Water Pollutant Discharge Standard for Wool Textile Industry", "Water Pollutant Discharge Standard for Hemp Textile Industry" and "Water Pollutant Discharge Standard for Textile Dyeing and Finishing Industry" are implemented, and the four discharge standards are jointly issued by the Ministry of Environmental Protection and the General Administration of Quality Supervision, Inspection and Quarantine, which together constitute a series of water pollutant discharge standards for textile industry.
The relevant person in charge of the Science and Technology Standards Department of the Ministry of Environmental Protection said that the implementation of the new standards will increase the environmental protection entry threshold of the textile industry, which will help reduce the discharge of water pollutants and promote the sustainable and healthy development of the textile industry. The release and implementation of the four standards will effectively promote the emission reduction of pollutants in the textile industry. After the existing enterprises implement and reach the emission limits of the second stage, the emission of pollutants will be greatly reduced, among which the emission of chemical oxygen demand and ammonia nitrogen will be reduced compared with 2010.
2 Administrative fees reduced
The Ministry of Finance and the National Development and Reform Commission officially announced the ''Notice on Reducing Some Administrative Fees Standards'', which will cancel 15 administrative fees such as fee bills, storage fees for goods and luggage, and tax invoices from January 1. Items and 15 administrative fees such as exemption from enterprise registration fees, registration fees for individual industrial and commercial households, and transfer fees for the use of mobile personnel.
The cancellation and exemption of 30 administrative fees this time is mainly to reduce the burden on enterprises and society and promote stable economic growth. Lower the entry-exit inspection and quarantine fees, simplify the entry-exit inspection and quarantine fees. It is estimated that after the charging standard is reduced, the burden on import and export enterprises can be reduced by about 5.2 billion yuan every year.
The notice stipulates that the inspection and quarantine fee standard for import and export goods will be reduced from 1.5 ‰ and 1.2 ‰ of the total value of the goods respectively to 0.8 ‰ of the total value of the goods. The inspection and quarantine fee for small-scale border trade and small-scale trade goods with a value of less than 100000 yuan (including 100000 yuan) at the border port will be uniformly reduced to 30 yuan per batch. No charge shall be paid for the implementation of health quarantine only.
3 Tariff implementation plan
The 2013 Tariff Implementation Plan has been implemented. The sliding quasi-tax will continue to be implemented on a certain amount of cotton imported outside the tariff quota, and the tax rate will be adjusted appropriately, mainly because the applicable tax rate will be increased when the import price of cotton is too low.
In order to actively increase imports and meet domestic economic and social development and consumer demand, China will implement an annual provisional import tax rate lower than the most-favored-nation tax rate on more than 780 kinds of imported goods in 2013. Among them, the new and further reduce the tax rate of textile and clothing products include down, linen staple fiber, automatic rotor spinning machine and so on.
According to the free trade agreements or tariff preference agreements signed between China and relevant countries or regions, in 2013, China continued to implement the agreement tax rate on some imported products originating in ASEAN countries, Chile, Pakistan, New Zealand, Peru, Costa Rica, South Korea, India, Sri Lanka, Bangladesh and other countries, and the level of some tax rates was further reduced. Under the framework of the Closer Economic Partnership Arrangement between the Mainland and Hong Kong and Macau, zero tariffs will be imposed on products originating in Hong Kong and Macau that have established preferential origin standards. According to the cross-strait economic cooperation framework agreement, zero tariffs will be imposed on some products originating in Taiwan. We will continue to implement preferential tax rates on some products originating in 40 least developed countries, including Laos, Sudan and Yemen.
The policy of reducing the import tariff of feather raw materials is conducive to improving the international competitiveness of China's feather enterprises, restraining the high fluctuation of down raw material prices, and enhancing the confidence of product export. For flax enterprises, tax reduction can further reduce the burden of enterprises, is conducive to the stability of flax yarn prices, and is more conducive to expanding the domestic market of flax textile products.
4 Dividend bonus tax policy.
The Notice of the Ministry of Finance and the State Administration of Taxation on the Relevant Policies on Individual Income Tax on Dividends and Bonuses has been implemented.
If the listed company pays dividends and the equity registration date is after January 1, 2013, the dividend income shall be implemented in accordance with the provisions of this notice. For the stocks of listed companies already held in the securities account of individual investors on the date of implementation of this notice, the holding period shall be calculated from the date of acquisition.
This policy adjustment aims to give full play to the guiding role of tax policy, encourage long-term investment, curb short-term speculation, and promote the long-term stable and healthy development of China's capital market.
5 Minimum Wage Standards
The minimum wage in Zhejiang Province has been raised again, with the highest standard rising from 1310 yuan to 1470 yuan. Compared with the current minimum monthly wage standard, the highest level has increased by 12.2, and the new minimum wage standard is currently in the forefront of provinces and municipalities in the country.
The adjusted minimum wage standard in Shaanxi Province is: Class I wage area, full-time minimum wage standard is 1150 yuan/month, part-time hourly minimum wage standard is 11.5 yuan/hour; Class II wage area, full-time minimum wage standard is 1050 yuan/month, part-time hourly minimum wage standard is 10.5 yuan/hour; Class III wage area, full-time minimum wage standard is 950 yuan/month, part-time hourly minimum wage standard is 9.5 yuan/hour; in the four types of wage areas, the full-time minimum wage is 870 yuan/month, and the part-time hourly minimum wage is 8.7 yuan/hour.
As long as the employees of an enterprise sign a labor contract with the employer, or although they have not signed a labor contract, but the labor relationship has been determined, this new standard is applicable.
6 Land acquisition related policies
Gansu Province will raise the compensation standard for land acquisition from January 1, 2013. After the adjustment, the compensation standard for land acquisition in Gansu Province will reach an average of 35600 yuan per mu, an increase of 19.9 percent over the current standard.
The minimum standard for the annual output value of cultivated land used by land expropriation in Fujian Province is adjusted to 1300 yuan per mu. In areas where the comprehensive land price of the requisitioned area is implemented, the minimum standard for the comprehensive land price of the requisitioned area is adjusted to 32500 yuan per mu.
Industry insiders analyze that with the improvement of agricultural land expropriation standards, the cost and value of land in various provinces are expected to generally increase, which may benefit listed companies that have a large amount of local land resources.
